Previously, HUD treated all respondents as one (1) because the burden was included in each individual Notice of Funding Availability (NOFA) Program information collection. The number of responses is based on all submissions of the report to the Department, including those representative of our program recipients and all their beneficiaries. This is the reason that the burden has increased significantly.
