The following four surveys in this ICR are approved: NPDES Permitting Authority Questionnaire, Non-Federally Regulated Municipal Separate Storm Sewer Systems (MS4) Questionnaire, Regulated MS4 Questionnaire, and Transportation Related MS4 Questionnaire. EPA may begin conducting these four surveys immediately. The following two surveys in this ICR are NOT APPROVED because we have continuing concerns about whether all of the questions have practical utility and minimize to the extent practical the burden on respondents, as required by the Paperwork Reduction Act and its implementing regulations: Long Owner/Developer Questionnaire, Short Owner Developer Questionnaire. EPA may resubmit revised versions of these questionnaires that respond to public comments as appropriate (and as we have discussed) as soon as they are ready. Since the public has already had two opportunities to comment on these questionnaires, EPA does not need to provide the revised questionnaires for a third round of public comment.

In order to evaluate current stormwater management practices, the scope of the current state and local programs, current new and redevelopment projects, and any EPA regulation to control long term stormwater discharges from developed sites, EPA is proposing several data collection activities. Because this regulation could impact many different types of entities, the ICR announced today consists of multiple questionnaire instruments designed to collect information from: owners and developers of residential, commercial, industrial, and non-commercial sites; owners and operators of Municipal Separate Storm Sewer Systems (MS4s) (including transportation-related facilities such as state, county, and local departments of transportation that own/operate roadway systems); and states and EPA regions which are NPDES permitting authorities.
