Introduction
Hello, may I please speak with [OWNER NAME]?
My name is _____________ and I am calling from Abt SRBI. We are conducting a study for the U.S.
Department of Housing and Urban Development (HUD) about people’s experiences after Hurricane
Katrina and Hurricane Rita. In the years after the storms, your state provided different types of help with
housing repair and rebuilding, such as the [LOCAL NAME]. HUD is interested in whether you wanted to
rebuild or not and whether you were able to use the programs to assist with rebuilding. The goal of the
study is to find out which programs work best to help people address their housing needs after a disaster.
You may recall receiving a letter from Ms. Jodi Walton of Abt SRBI that described this study. The letter
stated that an interviewer from Abt SRBI would be calling in the next few weeks to conduct an interview

We are interviewing about 1,000 property owners in Louisiana, Mississippi, and Texas. You were chosen
because our records show that you owned a property damaged by Hurricane Katrina or Rita. Your
participation in this study is voluntary. Whether you participate or not will have no effect on any housing
assistance or other services you may be receiving. This interview has been approved by the Office of
Management and Budget. It is for research purposes only. The interview takes approximately 45
minutes. It may ask about information that you feel is private or may cover topics that make you
uncomfortable. You can stop the interview at any time or decide not to answer any question. At the end
of the interview, we will send you $25 in appreciation of your time.
All information you provide is confidential. Your information will be protected to the extent allowed
under the law. This means, for example, that we may need to notify someone if keeping the information
confidential could put you or others at risk of harm. Your name will not be used in any research report. I
