In 1997 the Commission adopted rules providing support for the Universal Service Schools and Libraries Support Mechanism (E-rate Program). FCC Forms 470 and 471 are required to determine eligibility by schools and libraries for discounts under the program, so that they can purchase telecommunications services, internet access, internal connections, and maintenance services.

The Commission is reporting a 78,573 hour program change reduction and a 121,430 hour adjustment for this revised submission to the OMB. The Commission is revising this IC in an effort to streamline the application process for the federal universal service schools and libraries support mechanism (also referred to as the "E-rate" program) and to remove outdated and unneeded questions. The Commission proposes to remove questions that were originally intended to assist service providers but are no longer useful; and by removing questions that are outside the scope of the informtion needed for the USAC, the administrator of the federal universal service fund and to process E-rate applications. We further propose to limit data collection to information that is not already available through other USAC forms or review processes. Finally, applicants will be required to inlcude their FCC Registration Number (FRN) and consultants must provide their contact information, on the FCC Forms 470 and 471.
