Under the Proposed Order, domestic manufacturers and importers of softwood lumber would be subject to a mandatory assessment to fund a coordinated program to maintain, develop, and expand demand of softwood lumber in the United States. Under the enabling legislation, Congress has delegated USDA the responsibility of establishing and overseeing agricultural commodity research and promotion orders.
