EPA is proposing standards of
performance for new sources in the commercial and industrial solid
waste incineration source category. These proposed emission
standards for new sources are based upon EPA's proposed
determination as to what constitutes the maximum achievable control
technology (MACT) for the source category. The performance
standards includes emission standards and monitoring, reporting,
and recordkeeping requirements for new sources of lead, mercury,
cadmium, particulate matter, hydrogen chloride, dioxins/furans,
oxides of nitrogen, carbon monoxide, sulfur dioxide and opacity.
The burden estimate for this ICR is based upon our anticipation
that there will be no new or reconstructed facilities in the 3-year
period covered by this ICR.
On behalf of this Federal agency, I certify that

with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
