Abstract: The United States (U.S.) Environmental Protection Agency (EPA) is promulgating the GHG Reporting Rule, which requires reporting of GHG emissions from all sectors of the economy. The rule establishes mandatory reporting requirements for some direct greenhouse gas emitters as well as some fossil fuel suppliers, industrial gas suppliers, and manufacturers of heavy-duty and off-road vehicles and engines. The rule does not require control of greenhouse gases. Instead, it requires that sources emitting above certain threshold levels of carbon dioxide (CO2) equivalent (CO2e) monitor and report emissions. Additionally, all facilities in certain industry sectors, such as petroleum refineries, must report emissions to EPA. Under the rule, respondents must collect and report data on anthropogenic greenhouse gas emissions including CO2, methane (CH4), nitrous oxide (N2O), sulfur hexafluoride (SF6), hydrofluorocarbons (HFCs), perfluorocarbons (PFCs), and other fluorinated gases (e.g., nitrogen trifluoride and hydrofluorinated ethers, HFEs). Those that determine they are under their sector-specific reporting threshold are not required to report and have no further obligation under the rule; those that exceed this threshold or that belong to a sector in which all must report are required to implement the reporting requirements of the rule.
