The collection of information complies
with a statutory mandate, and will be used by FRA to review grant
applications to determine whether the requirements and criteria
established by the Railroad Safety Improvement Act (RSIA) and
agency guidelines are met to award $50 million in grant funds that
will be used for development of PTC technologies.
The burden for this information
collection has decreased by 78 hours from the previously approved
burden. The change in burden is the result of three adjustments.
They are as follows: (1.) Under the application process
requirements, FRA revised its estimate of the number of requests
for face-to-face meetings with the agency concerning grant
applications (from 25 requests to 10 requests). This change in
estimate decreased the burden by eight (8) hours (from 13 hours to
five (5) hours). (2.) Under the application process requirements,
FRA revised its estimate of the number of actual face-to-face
meetings with the agency concerning grant applications (from 25
meetings to 10 meetings). This change in estimate decreased the
burden by 30 hours (from 50 hours to 20 hours). (3.) Under the
Close-Out Procedures, FRA mistakenly accounted for the burden for
one of the Standard Forms (SF-269/270/271) that will need to be
completed and that are administered by HHS under OMB No. 0348-0039,
OMB No. 0348-0004, and OMB No. 0348-0002, respectively. This
necessary adjustment decreased the burden by 40 hours. The current
FRA OMB inventory shows 1,023 hours for this collection of
information, while the present request exhibits a total of 945
hours accounted for by FRA. Hence, there is a total decrease of 78
hours for this information collection. There is no change in costs
to respondents from the last submission.
