The collection of information complies with a statutory mandate, and is used by FRA to review grant applications to determine whether the requirements and criteria established by the Railroad Safety Improvement Act (RSIA) and agency guidelines are met to award grant funds that will be used for development of PTC technologies.

The burden for this information collection has increased by 4,392 hours in the FRA OMB inventory from the previously approved submission. There have been no changes in the Railroad Safety Technology Grant Program itself, only in the agency estimates. The change in burden then is the result of adjustments, which are listed in the Supporting Justification table provided in the answer to question number 15. Adjustments shown in the table increased the FRA burden by 4,392 hours and decreased responses by 28. The current FRA OMB inventory shows 945 hours for this collection of information, while the present request exhibits a total of 5,337 burden hours (accounted for by FRA). Hence, there is a total increase of 4,392 hours for this information collection. There is no change in costs to respondents from the last submission.
