This final rule complies with a statutory mandate that the Transportation Secretary issue a rule to require the ten (10)States with the most highway-rail grade crossing collisions, on average, over the last three years develop State highway-rail grade crossing action plans. The information collected will be used by FRA to carry out this Congressional mandate.
