The OSH Act and 29 CFR Part 1904 prescribe that certain employers maintain records of job related injuries and illnesses. The data are needed by OSHA to carry out intervention and enforcement activities to guarantee workers safe and healthful workplaces. The data are also needed by BLS to produce national statistics on occupational injuries and illnesses. The final would restore a column to the OSHA 300 Log that employers would use to record work-related musculoskeletal disorders (MSD).

The program adjustments are due to the new requirement imposed by restoring the MSD column to OSHA Form 300. An additional 280,627 burden hours in the initial year of implementation of the new requirement will occur. The initial year will entail 10 minutes per establishment to learn the MSD requirement and 1 additional minute per MSD to check the MSD column. Subsequent years will require 1 additional minute per MSD to check the MSD column, which imposes an additional 23,130 burden hours.
