The information collected will be used by FRA to ensure that railroads/
track owners adopt and implement bridge management programs as required by the Railroad Safety Improvement Act of 2008 and this regulation in order to properly inspect, maintain, modify, and repair all bridges that carry trains over them for which they are responsible.
The burden for this information collection has increased by 108,200 hours from the NPRM submission. [That submission was pre-approved under OMB No. 2130-0586; ICR Ref. No. 200908-2130-002.] The increase in burden is the result of five (5) adjustments and two (2) program changes.
The following requirements reflect adjustments from the earlier submission:
(1.) Under § 237.33, FRA revised the number of bridge safety management programs that will be submitted (from 727 to 693). This change in estimated decreased the burden by 374 hours (from 20,474 hours to 20,100 hours).
(2.) Under § 237.105, FRA did not account for the estimated 7,500 special bridge inspections/records resulting from accidents/natural events (except for special underwater inspections). This change in estimated increased the burden by 93,750 hours (from zero (0) hours to 93,750 hours).
(3.) Under § 237.131 (formerly § 237.133), FRA revised the number of bridge modification/repair designs that will be completed by railroad bridge engineers (from 500 to 1,250). This change in estimated increased the burden by 12,000 hours (from 8,000 hours to 20,000 hours).
(4.) Under § 237.131(formerly § 237.133), FRA did not account for the time railroad bridge engineers/inspectors will spend on the 1,250 bridge modification/repairs reviewing/supervising these efforts to ensure that they are done properly. This change in estimated increased the burden by 1,875 hours (from zero (0) hours to 1,875 hours).
(5.) Under § 237.155 (formerly § 237.133), FRA revised the number of internal inspection audits that will be completed (from 727 to 693). This change in estimated decreased the burden by 276 hours (from 5,746 hours to 5,470 hours).
Overall, adjustments increased the burden by 106,975 hours.
As mentioned, there were also two program changes. They are as follows:
(1.) Under § 237.109(g), there is a new requirement concerning reporting deficient conditions on a bridge. This program change increased the burden by 25 hours.
(2) Under § 237.131, there is a new requirement concerning a common standard that addresses procedures and methods that could materially modify the capacity of a bridge or the stresses in any primary load-carrying component of a bridge. This standard must be designed and issued by a qualified railroad bridge engineer. This program change increased the burden by 1,200 hours.
Overall, program changes increased the burden by 1,225 hours.
The current OMB inventory for this information collection shows a total burden of 148,698 hours, while the present submission exhibits a total burden of 256,898 hours. Hence, there is a burden increase of 108,200 hours.
There is no change in cost to respondents from the previous submission.
