This request is for the clearance of
semi-structured telephone interview survey instruments designed to
collect information on the Demonstration Planning Grant (DPG)
evaluation. The purpose of this study is to determine the
effectiveness of the DPG program to help sponsors start
construction on Section 202 projects within the required 18-month
time-frame. The survey component of the evaluation will solicit
information from three groups: HUD field office staff that
administer the Section 202 and DPG programs; recipients of DPG
funds and non-recipients of DPG funds. Seventy (70) DPG recipients
and 30 non-recipients will be surveyed. Although the overall study
includes interviews of HUD field office staff OMB clearance is not
required for that portion of the study. The research questions seek
to understand the implementation of the DPG program from the
perspectives of both Section 202 sponsors and HUD field office
staff.
