Public Housing Agencies (PHAs) are
required to submit annual and 5-Year PHA Plans to HUD as required
by section 5A of the United States Housing Act of 1937 [42 U.S.C.
1437c-1]. The purpose of the plan is to provide a framework for:
(1) local accountability; and (2) an easily identifiable source by
which public housing residents, participants in the tenant-based
assistance program, and other members of the public may locate
basic PHA policies, rules and requirements concerning the PHAs
operations, programs and services.
This proposed revision to the
5-Year and Annual PHA Plan template provides Qualified PHAs (68% or
2802 / 4114) -- defined as those PHAs with less than 550 public
housing units and Housing Choice Vouchers combined that are not in
troubled performance status, an exemption from the requirement to
submit an Annual PHA Plan to HUD for review.
