Public Law 108-422 authorized expenditure of funds to assist State Veterans Homes in hiring and retention of nurses and reduction of nursing shortages at State homes. The law requires payment may be made to the state for a fiscal year subject to submission of an application. Therefore to assure funding requests conform to the limitations of the law and is consistent with regulatory requirement, VA Form 10-0430 will be used for this purpose.
