Foreign governments sometimes require
U.S. importers of strategic commodities to furnish their supplier
with a U.S. Delivery Verification Certificate validating that the
commodities shipped to the U.S. were in fact received. This
procedure increases the effectiveness of controls over exports of
strategic commodities.

The adjustment increase of one
response is a result of creating a second IC for special
circumstances. The burden hours remain the same because the 4
burden hours for special circumstances IC were included in the
previous submission.
