The purpose of this request is to
obtain an extension to OMB's approval of the reporting and
recordkeeping requirements contained in rules at 45 CFR Part 95,
Subpart F. These rules pertain to state requests for HHS approval
of federal financial participation (FFP) in the costs of ADP
systems, equipment and services which support states'
administration of HHS' public assistance programs. These include
Annual and As-Needed Advance Planning Documents, Request for
Proposal (RFP) and contract submissions for prior Federal approval,
emergency requests, service agreements and biennial security
reports. A final rule making significant changes to the underlying
regulation at 45 CFR Part 95 would reduce the information
collection burden. The final rule is anticipated to be published in
Nov-December 2010 timeframe.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
