Form 1363 is used by carriers of property by air to justify the tax-free transport of property. To request a blanket exemption, taxpayers are now required to submit Form 1363 to a central location, not the local district offices. The line addressing the approving district office was modified to eliminate the area for the district. This change results in the removal of 1 line and a total burden decrease of 25,000 hours.
