Nonmaterial Change Justification

EPA is would like to make to the existing Green Power Community Partnership Agreement form covered by OMB control number 2060-0578. We would like to transform this form from a paper-based only form to a web-based only form, reduce the total number of questions asked, and add one new question.

More specifically, we would like to remove the following questions/section from the existing form:

1) Remove the entire "Primary Utility or NGO contact information" section

2) Remove Community Information Section, Question 3: Collective green power commitment accomplished? Yes No

3) Remove Community Information Section: Product certification/verification Yes No If yes, by whom?

4) Remove Community Information Section: If we have additional questions, may we contact your provider(s) for additional information? Yes No

5) Remove the entire last page (page 3)

We would like to ask one new question:

Does a portion of the community’s collective green power use include on-site generation? Yes No If yes, how much? __ kwh/year

We would like to make all of these changes to ease the burden on our Green Power Community partners. We believe the partner burden and cost estimates to fill out this form will not change. The range of respondents for this form also will not change.
