There was an increase in burden as a result of select air carriers having to provide service to additional communities. Since two air carriers went out-of-business, the service in which they provided was selected by other air carriers currently receiving subsidy. Therefore, the burden on the selected air carriers increased because they are required to prepare claim forms for each additional community it provides service.
