1. Describe the potential respondent universe and any sampling or other respondent selection methods to be used.
The respondent universe is comprised of active aviation pilots, aviation mechanics or selected industry organizations. Approximately 5,000 – 50,000 respondents will be randomly drawn from the population. The sample will be stratified by type of geographic location (the eight geographic regions serviced by FAA).
2. Describe collection of information procedures.
The information collection procedures for the survey covered by this submission will be based on statistically sound sampling procedures which are used in other surveys of similar design. The sampling parameters will be specified at the 95% confidence interval so that the sample will be adequate for making inferences to the national population. Standard errors will be produced for each statistic reported which will guide the user in interpreting each descriptive statistic.
3. Describe methods to maximize response rates and to deal with issues of no response.
AFS will be using a brief survey (less than 10 minutes to complete). AFS will communicate to the respondents via the Web that the survey will be used as a tool to continuously improve aviation safety. It will include an introductory statement which will urge the respondent to “have a say” in what topics and methodologies are used for future safety seminars. Despite our best efforts, however, some no response will occur because it is a voluntary survey and respondents do have the right of refusal. Adjustments for no response will be made during the development of the final weights in order to improve survey data reliability and generalize results to the national population level.
Describe any tests of procedures or methods to be undertaken.
We are not conducting any tests of procedures. The survey population will be active aviation pilots, aviation mechanics or selected industry organizations.
