The time burden estimate increased because employers laid off more employee in 2009 than they had in 2006. According to the Bureau of Labor statistics, there were 28,030 mass layoff events in 2009 compared to 13,998 in 2006. This increase in layoff events would require employers to more frequently issue the required information to separating employees.
