Pursuant to Section 13 of Executive Order 13514, GSA worked in coordination with other key agencies to develop recommendations regarding the feasibility of working with federal vendors to measure and reduce Greenhouse Gas (GHG) supply chain emissions.
The GSA Section 13 Recommendations concluded that it is feasible, if employing a phased approach, for the federal government to track and reduce its supply chain GHG emissions by providing contractors procurement incentives to inventory and voluntarily disclose their GHG emissions data. The reportÂs findings recognize that GHG emissions registries can play an important role in facilitating companies with the process of conducting inventories.
In an effort to assess the impact of the Section 13 Recommendations, GSA is launching a pilot to facilitate a conversation, via a questionnaire and focus groups, with the top 200 federal suppliers that voluntarily participated in the Carbon Disclosure ProjectÂs 2010 annual survey of GHG emissions measurement practices. The questionnaire and focus groups will assist GSA in identifying the benefits and challenges associated with inventorying and disclosing GHG emissions data via a registry. They will also assist the agency in identifying the type of outreach, training, and other direct assistance and incentives that will encourage federal contractors to inventory and disclose their GHG emissions data in the future. Pursuant to the GSA Sustainability High Priority Performance Goal, the findings must be complete by May 2011. In order to achieve this goal the process must begin no later than October or November 2010.
