The 2008 and 2009 National Defense
Authorization Acts included provisions for strengthening the supply
of military nurses. The 2008 NDAA authorized the establishment of a
military nursing school and the conferees further directed DoD to
undertake a study "to determine whether a program to provide
incentives to retired military nurse corps officers to serve as
faculty at civilian nursing schools, sometimes referred to as
'Retired Troops to Nurse Teachers' could help to alleviate the
current and projected nursing shortage in the military services."
The 2009 NDAA authorized a pilot of a Retired Troops to Nurse
Teachers (TNT) program. This study will provide DoD specific
information requested in the 2008 NDAA conference report and assess
the potential value of a TNT program in increasing the supply of
nurses to the medical departments, given other initiatives under
way. The study will also inform decision about a TNT pilot (2009
NDAA).
