Rationale for Non-substantive Changes to MCPSS Instrument


Under the approved OMB control number (OCN) # 0938-0915 CMS included a request to include a limited number of questions (up to 3) devoted to late-emerging topics. At the time of the initial OMB approval only 2 specific questions were identified. We received an OMB follow-up email request stating, “Would CMS be comfortable submitting a “non-substantive” change request each time it wishes to change the topic?  We are not at liberty to approve a collection without a description of what it is asking, so we would need to somehow sync up the public record (in ROCIS) with whatever CMS is using.  The “non-substantive” change request is one fairly quick way to change the topic of this type of survey.”


CMS is in agreement with submitting a “non-substantive” change request for changes we need to make to the emerging topic questions. (CMS-10097, OMB Passback, 11/03/09) Therefore, we submit this “non-substantive” change request for OMB approval to revise question number B.11 in Section B: Provider Outreach & Education. This question is being revised to change to obtain provider feedback regarding CMS communication and training efforts as it related to DME Competitive Bidding. The revision is as follows:

The emerging topic may be changed from year to year, but the base question would remain the same. Providers would rate the question on the current MCPSS scale of 1-5.


Also note, SciMetrika, LLC replaced Westat as the CMS MCPSS survey contractor as of August 23, 2009. The SciMetrika will implement changes to the survey instrument upon OMB approval.
