This CONOPS outline is provided to assist the AMSC in providing a high level plan on how funding is going to be utilized. The CONOPS is meant to be a brief document (2 pages in length) outlining the port area’s plan for developing their Port Wide Risk Management/Mitigation and Port Wide Trade Resumption/Resiliency Plans. We recognize that without a finalized plan template, it will be difficult to make detailed plans, however, at a minimum, this CONOPS should include who will be part of the process, how the interface between the Fiduciary Agent (FA) and the Area Maritime Security Committee(AMSC) will be conducted, and the key personnel that will be involved in the planning process

I. Background

This section includes the general make up of the AMSC including the roles and responsibilities of the key subcommittee members that will be tasked with developing the plan and identifying funding projects. It also outlines the relationship of the FA and the AMSC.

II. Development of Plans

A. Port Wide Risk Management/Mitigation:

This section outlines how the AMSC will develop the Risk Management/Mitigation part of the plan. This includes whether the AMSC will develop the plan in house, or through contract support. A timeline outlining key events and milestones to be accomplished under the plan should be included, e.g.

1. Identifying source of plan development – in house or contract support

2. If contract support – solicit bids

3. Contract awarded

4. Assessment of Current State of Port Wide Risk Reduction Measures

5. Determination of Future/End State of Port Wide Risk Reduction Measures

6. Gap Analysis and Determination of Objectives and Strategies

7. Investments Identified and Justifications Submitted

B. Port Wide Trade Resumption/Resiliency Plan

This section outlines how the AMSC will develop the Port Wide Trade Resumption part of the plan. This includes whether the AMSC will develop the plan in-house or through contract support. A similar timeline identifying key events and milestones for resumption of operations should be included as well.

III. Implementation Plan

This section outlines how the AMSC will identify and implement projects based on the developed Port Wide plan.
