The rules and regulations under 47 CFR
Section 64.201 are designed to establish defenses to prosecution
and to restrict access to adult message services by minors as
required by Section 223 of the Communications Act of 1934, as
amended. Affected respondents are subscribers, common carriers and
providers of adult message services.

The Commission has re-evaluated
its previous assessments of the various burdens for this
information collection. Due to this re-evaluation the Commission
estimates the total annual burden hours increased by +61 hours,
from 1632 hours to 1693 hours. There are no program changes to this
information collection.
