Instructions for the Form BCAP-23, “Biomass Crop Assistance Program (BCAP) Worksheet.”


The BCAP-23 serves to capture information related to the land and crops an applicant is offering for enrollment under a designated BCAP project area. The BCAP-23 is generated through FSA program software based on information provided by applicants for BCAP contracts. The form will not be completed manually.

The State and County codes identifying:

  1. the county administering the land being offered for a

BCAP contract; and

  1. the county where the land being offered is physically

located.

6 A-D

Producer Name, Address, and Telephone

The name, address, and telephone number of record for the producer making this offer for enrollment of land into BCAP.




7 A-D

County Office Name, Address, and Telephone

The name, address, and telephone number for the FSA County office administering the land being offered for the BCAP enrollment.

8 A-C

Proposed Crops

For each eligible:

A) Woody Perennial,

B) Non-Woody Perennial; and

C) Annual biomass crop proposed for establishment on BCAP

enrollment acres record:


(1) Tract Number – the FSA tract number for the land on which the crop is proposed for establishment.

(2) Common Land Unit – the FSA common land unit (CLU) or field number for the land on which the crop is proposed for establishment.

(3) Estimated Establishment Date – the estimated date on which the proposed crop will be established on the recorded Tract and CLU.

(4) Estimated First Harvest Date – the estimated date on which the first harvest of the proposed crop will be made on the recorded Tract and CLU.

NOTE: A harvest will include any collection of materials, where the material is then used for conversion to heat, power, biobased product or advanced biofuel or used in a non-fuel market.

(5) Practice Control Number – the FSA code describing the cropping practice used to establish the proposed crop. The codes will be propagated by the program software.

(6) Eligible Crop – the common name of the proposed crop.

(7) Acres – the number of acres of the proposed crop to be established on the recorded Tract and CLU.

NOTE: Offered acres will always be equal to or greater than the number of eligible acres or acres accepted in the offer from the producer.

(8) Estimated Production – the estimated production of biomass from the proposed crop on the recorded Tract and CLU. This production shall be recorded in dry tons produced per acre in a calendar year.

Annual Payment Calculation: Cropland


For the three most prevalent soils on the offered cropland, record:

(a) Soil Survey ID Number – the ID number for the NRCS soil survey that includes the soil.

(b) Map Unit Symbol – the symbol used to represent the soil in the soil survey documents.

(c) Eligible Acres – the number of acres, measured to a precision of hundredths of an acre, of cropland in the offer that are eligible for enrollment made up of the soil.

(d) Soil Rental Rate – the CRP rental rate for the soil, in dollars and cents.

(e) Total Rent – the product of (c) and (d), in dollars and cents.

Annual Payment Calculation: Cropland Totals and Rates




(4) Totals – the sums of items (c) and (e).

(5) Weighted Average Soil Rental Rate – the sum total of (e) divided by the sum total of (c), recorded in dollars and cents.

(6) Project Area Incentive Rate – the project area specific incentive amount for cropland, recorded in dollars and cents.

(7) Annual Payment Rate – the sum total of block (6) and block (7).

(8) Total Annual Payment – the product of block (7) multiplied by the sum total of block (4c)

9B (1) – (3)

Annual Payment Calculation: Non-Crop Agland

For agricultural land that is not cropland, record the following data for the marginal pastureland, marginal pastureland adjacent to seasonal streams, and marginal pastureland adjacent to perennial streams:

(a) Soil Survey ID Number – the ID number for the NRCS soil survey that includes the soil.

(b) Map Unit Symbol - the FSA symbol used to represent marginal pastureland in the county

(c) Eligible Acres – the number of acres, measured to a precision of hundredths of an acre, of cropland in the offer that are eligible for enrollment made up of the soil

(d) Soil Rental Rate – the CRP rental rate for the soil, in dollars and cents.

(e) Total Rent – the product of (c) and (d), in dollars and cents

Non-Crop Agland Number Totals and Rates

(4) Totals – the sums of items (c) and (e).

(5) Weighted Average Soil Rental Rate – the sum total of (e) divided by the sum total of (c), recorded in dollars and cents.

(6) Project Area Incentive Rate – the project area specific incentive amount for cropland, recorded in dollars and cents.

(7) Annual Payment Rate – the sum total of block (6) and block (7).

(8) Total Annual Payment – the product of block (7) multiplied by the sum total of block (4c)

Annual Payment Calculation: NIPF

For the three most prevalent soils on the offered NIPF, record:

(a) Soil Survey ID Number – the ID number for the NRCS soil survey that includes the soil.

(b) Map Unit Symbol – the symbol used to represent the soil in the soil survey documents

(c) Eligible Acres – the number of acres, measured to a precision of hundredths of an acre, of cropland in the offer that are eligible for enrollment made up of the soil

(d) Soil Rental Rate – the CRP rental rate for the soil, in dollars and cents.

(e) Productivity Adjustment Factor – a factor in the soil survey describing the soil productivity for the recorded soil. Record as a number between 0.00 and 1.00.

(f) Total Rent – the product of (c), (d), and (e), in dollars and cents


9C (4) – (8)

Annual Payment Calculation: NIPF Totals and Rates

(4) Totals – the sums of items (c) and (e).

(5) Weighted Average Soil Rental Rate – the sum total of (e) divided by the sum total of (c), recorded in dollars and cents.

(6) Project Area Incentive Rate – the project area specific incentive amount for cropland, recorded in dollars and cents.

(7) Annual Payment Rate – the sum total of block (6) and block (7).
