The forms are contracts with the
producers who complete cost-share practices, request assistance and
certify activities with the CCC to receive matching payment from
BCAP.
Under the NOFA released on June
11, 2009 and then terminated on February 3, 2010 the matching
payment opportunity was very broad. The final BCAP rule published
on October 27, 2010 is much more restrictive and estimates of
participation in the matching payment opportunity are estimated to
be substantially less. In addition, it is now know how the more
restrictive parameters of the program will affect the estimated
number of BCAP project area producers expect. The BCAP project area
was not enacted under the NOFA release in June 2009. The annual
burden hours in this information is 37,741. It has been reduced
under the proposed ICR by 219,601 hours. The total annual responses
in this request is 326,095 (in the last request, it was 681,900
total annual responses.)
