Section 1311 of the Affordable Care
Act provides funding assistance to the States for the planning and
establishment of American Health Benefit Exchanges ("Exchanges").
Certain states will be awarded competitive grants in the form of
Cooperative Agreements, based on their ability to demonstrate a
unique position to use innovative IT approaches for Exchange
systems. These participants ("innovator states") will develop the
key supporting capabilities for the Exchange(s) and build
universally adaptable essential components for their IT systems
that could potentially be leveraged by other states and consortia.
This will be a two grant project period, which will begin in early
Fiscal Year 2011.
