[Note: Since this is a completely new submission, the entire collection of information by definition is a program change. Consequently, the requirements listed above are listed as program changes. Again, it bears mentioning that railroads have the option to fulfill the reporting and recordkeeping requirements of this rulemaking either electronically or on paper, depending on what is most convenient and economical for the railroad. Finally, this collection of information does entail the use of forms and FRA presently has no plans to create any forms. However, FRA will review NPRM comments by the public and other interested parties and, based on the agency review of comments, that could change if the availability and use of a form fills a need or is helpful to respondents.]


Total estimated burden amounts to 162,892 hours, and total estimated responses amount to 287,114.


Total estimated costs to respondents amount to $226,000.
