This rule sets forth the conditions
and requirements for testing of component parts of consumer
products, including children's products, where such testing is
intended to demonstrate the product's compliance with any rule,
standard, ban or regulation enforced by the Commission that is
subject to the requirements of section 14 of the CPSA. OMB reviewed
and assigned control number 3041-0144. The final rule is now
published so we are re-submitting to OMB for final review and
approval.

We received several comments
about the burden estimates contained in the proposed rule. We
acknowledge that we significantly underestimated the total cost
burden of the recordkeeping requirements and have increased our
estimate in the final rule. See FR notice dated 11/8/2011.
