This collection is approved with the following terms of clearance: Census has agreed to provide a summary report to OMB quarterly begining September 30, 2011 on the program status, including the number of challenges received by type of challenge (boundary, geocoding, or coverage) and the resolution of each challenge. In addition, Census will provide OMB with any issuance of revised official Census 2010 population and housing unit counts for affected government entities.

The Count Question Resolution (CQR) program is the mechanism for state, local, or tribal officials of governmental units in the U.S. and Puerto Rico to challenge the 2010 Census counts of housing units and group quarters. The CQR program is not a mechanism or process to challenge or revise the population counts sent to the President by December 31, 2010, which are used to apportion the U.S. House of Representatives. CQR corrections will be made based on three types of challenges: 1) boundary, 2) geocoding, and 3) coverage. Corrections made to the population and housing unit counts by this program will result in the issuance of new official 2010 Census counts. Governments may use CQR corrections for future programs requiring official 2010 Census data. The Census Bureau will accept challenges between June 1, 2011, and June 1, 2013.
