The National Aeronautics and Space Administration (NASA) supports a portfolio of higher
education projects designed to maintain and strengthen the NationÂs expertise and leadership in aerospace and its related fields within science, technology, engineering and mathematics (collectively called ÂNASA-STEMÂ). NASA requests that the Office of Management and Budget (OMB) approve under the Paperwork Reduction Act of 1995, a three-year clearance for NASA to conduct data collection efforts for the evaluation of NASAÂs portfolio of higher education projects. Current authorization for NASAÂs research and information dissemination activities is
contained in the National Aeronautics and Space Act of 1958.
The proposed evaluation will determine the contribution of NASAÂs higher education projects to
the development of the NASA-STEM workforce, a goal to be achieved by assessing (1) the
effectiveness of NASAÂs higher education projects and (2) the contribution of NASA-supported
students to the NASA-STEM workforce.
As of 2009, the NASA Office of Education (OE) had invested resources in 23 higher education
projects. These projects target different populations (students, faculty members, administrators,
institutions) and employ different activities, such as providing financial support to students for
education or research, to faculty for research and professional development, or to institutions
to build capacity for education or research. Dating back to the 1960s, some of these projects
are still active today. The portfolio includes 12 currently active and 11 inactive projects. The
strategies adopted by different projects can be classified under three broad areas: studentfocused
strategies, faculty-focused strategies, and institution-focused strategies. In addition,
institutions that participate in NASA projects may choose to invest some of their funds in
student- and faculty-focused strategies similar to those employed by projects that target these
individuals directly.
