Abstract: The Environmental Protection Agency (EPA) will conduct an assessment to estimate the capital investment needs for drinking water systems eligible to receive Drinking Water State Revolving Fund (DWSRF) monies. The nationwide assessment will be conducted by the Drinking Water Protection Division (DWPD) of EPA's Office of Ground Water and Drinking Water (OGWDW). The data collection is authorized by Sections 1452(h) and 1452(i)(4) of the Safe Drinking Water Act (SDWA) and will be used to estimate the cost of providing safe drinking water to consumers over a 20-year period. The data from the report will also be used to allot DWSRF monies among states.

Short Statement: There is no currently approved burden as this ICR was previously discontinued during the gap between the three-year ICR cycle and the four-year DWINSA cycle. The 2011 Needs Survey requests 988 more hours of burden annually than the 2007 survey due to higher observed response rates, survey modifications and an increased number of tribes participating in the survey.
