This NSPS affects owners and operators of phosphate rock plants. Owners and operators must make initial notifications and conduct initial performance tests and comply with an opacity and mass particulate standards. In addition, each owner or operator must comply with the recordkeeping and reporting requirements of the NSPS including the submittal of semi-annual excess emissions reports.
