In the Telecommunications Act of 1996,
Congress directed the Commission to implement a new set of
universal service support mechanisms that are explicitly and
sufficient to advance the universal service principles enumerated
in 47 USC Section 254 and other such principles as the Commission
believes are necessary and appropriate for the protection of the
public interest, convenience and necessity, and are consistent with
the 1996 Act. Parts 36 and 54 promulgate the rules and requirements
to preserve and advance universal service; the collections are
necessary to implement Sec. 254.

The Commission is revising this
IC after the Bureau conducted an extensive clean-up effort,
correcting mathematical errors, rule part consolidations, and one
item was eliminated to avoid duplicity because the information is
being reported on the same rule part under a different OMB control
number (different IC). Redundant or unnecessary language was also
removed. The Commission is reporting 127,200 hour adjustment
decrease in burden. There are no program changes for this revision
(as shown in the table above) the Commission simply removed two
previous IC's that were incorrectly entered in ROCIS in 2008.
(OMB's ROCIS system automatically shows a program change when an IC
is removed.)
