Under 27 CFR 555.49, ATF requires all persons who apply for a permit to purchase explosives intrastate must certify in writing that he/she is familiar with and understands all published State laws and local ordinances relating to explosive materials for the location in which he/she tends to do business and submit the certificate required by the Federal Water Pollution Control Act.
