The following listed below are revisions to the collection:

• Increase in burden (respondents/responses/burden hours) are due to two factors—

  • An increase in the number of respondents from 3,000 to 5,500, which results in an increase in responses and burden.

  • A change in the Coast Guard’s data collection method which enabled us to more accurately capture additional submissions not previously accounted for during data queries.

  • Data is now collected based on a direct count of the number of applications received by Coast Guard units rather than estimated historic averages.

• Improved use of information technology. The Coast Guard created a mechanism for the online electronic submittal of the CG-4423 via the Homeport web portal available at http://homeport.uscg.mil. To enable the system to generate an automated receipt and send it to the submitter, the Coast Guard modified the CG-4423 to allow the submitter to include an optional electronic mail address. The inclusion of an email address is estimated to be burden neutral.

• Changed the CG-4423 form to include:

  • Updated “Form Instructions” to include online submission option and eliminate requirement to submit the form in triplicate.

  • Added Email Address blocks (20b. and 23b.) to allow Homeport Web Portal to generate automated reply to applicants when applications are received by the Coast Guard.

  • Expanded form from one page to two page format to make the form more legible and allow more room for responses.

• Updates are provided for cost burden and government cost associated with this collection of information.
