The Enhanced Assessment Instruments (EAG) program is a discretionary grant program makes awards to support efforts by States, or consortia of States. For the competition for FY2010 funds to be held in 2011, the Department of Education (ED) has proposed new priorities and program specific selection criteria. In earlier competitions, EDGAR selection criteria have been used for EAG program competitions, allowing the use of ED's generic application package. When program specific selection criteria are used, program specific application packages must be developed. Information must be collected though such an application package in order to conduct a competition and award funds. Without a means to ask for applications for the EAG discretionary grant funds, a competition to award the funds cannot be held. The information collected through this application package will be used by ED staff and application reviewers selected by ED to determine whether applicants have a high quality proposal that merits funding under the EAG discretionary grant program.

This is a new information collection. New priorities and program-specific selection criteria are being established for this competition. Previously, the program used the generic application package. The establishment of program-specific selection criteria requires a program-specific application package, specifically the information collection for which this statement requests approval. Therefore, all burden is considered to be new.
