Abstract: On January 14, 2011, the Commission released a Notice of Proposed Rulemaking, CG Docket No. 10-210, FCC 11-3, proposing rules to create an effective and efficient process governing the distribution of specialized customer premises equipment to enhance and promote access to telecommunications and related communications services by low-income individuals who are deaf-blind.
