The National Emissions Standards for Hazardous Air Pollutants for Industrial, Commercial And Institutional Boilers Area Sources (40 CFR part 63, subpart JJJJJJ) are being finalized. The information collection activities in this information collection request (ICR) include initial and annual stack tests, fuel analyses, operating parameter monitoring, annual tune-ups, energy audits, one-time and periodic reports, and maintenance of records. Varying levels of requirements apply to each subcategory. The Boilers NESHAP contains 12 subcategories: existing large solid fuel-fired units, existing large liquid fuel-fired units, existing large gaseous fuel-fired units, new large solid fuel-fired units, new large liquid fuel-fired units, new large gaseous fuel-fired units, existing small solid fuel-fired units, existing small liquid fuel-fired units, existing small gaseous fuel-fired units, new small solid fuel-fired units, new small liquid fuel-fired units, and new small gaseous fuel-fired units. All sources will also have to keep records of all reports submitted, start-up, shutdown, and malfunctions, performance tests or other compliance demonstrations, operating limits, fuel use and hours of operation. The information collection activities will enable EPA to determine initial and continuous compliance with emission standards for regulated pollutants, and ensure that facilities conduct proper planning, operation, and unit maintenance.
