This ICR covers unique reporting circumstances including (1) cross-lease netting in calculation of late-payment interest, which provides that an overpayment on a lease may be offset against an underpayment on a different lease; (2) designation of a designee, required by RSFA that when a payor makes royalty payments on behalf of a Federal lessee, the lessee must designate the payor as its designee and notify MMS of this arrangement in writing; and (3) tribal permission for recoupment on Indian leases, which is required on Indian leases to recoup overpayments on one lease against a different lease.
