As requested, OMB approves the field test portion only of this study. However, NCES does not have to conduct a 60 day comment period prior to submitting its plans for the full scale study, since they are already specified here, except for the decisoins resulting from the experiments embedded in this field test. OMB appreciates the efforts of NCES and its contractor to explore new approaches to using incentives to address concerns about nonresponse bias in this and other surveys and looks forward to seeing the results of the related experiments from this field test in a timely manner in order to inform the full scale study design.

This requests for OMB approval is to conduct a second follow-up field test for the Baccalaureate and Beyond Longitudinal Study of 2008/2012 (B&B:08/12), from June through October 2011. The primary purpose of the B&B series of studies is to describe the various paths of recent college graduates into employment and additional education. Baseline data for the B&B:08 cohort were collected as part of the National Postsecondary Student Aid Study (NPSAS:08). The first follow-up interview (B&B:08/09) collected information from respondents one year after they received their bachelor's degree; the second follow-up (B&B:08/12) will collect data four years after bachelor's degree receipt. Interview data will be supplemented with a variety of administrative data sources, including the Central Processing System (CPS), the National Student Loan Data System (NSLDS), and the National Student Clearinghouse (NSC). This request also requests a waiver of the 60-day Federal Register notice for the full-scale data collection package. Full-scale data collection will take place from July 2012 through March 2013.
