HUD is conducting an FHA Home Energy Retrofit Loan Pilot Program. Under the program, HUD, through FHA-approved lenders, will insure loans for homeowners who are seeking to make energy improvements to their homes. Lenders interested in participating in the program must submit an Expression of Interest providing the information specified in the Federal Register notice establishing the program.
This emergency processing is essential for the immediate implementation of the FHA Energy Retrofit Loan Pilot Program, which HUD was directed to establish by Congress in the in the Consolidated Appropriations Act, 2010.

Revision of the collection covers the requirement for lenders to report on their use of incentive payments funds and HUD's monitoring of the use of incentive payments funds to ensure funds are used accordingly. The change has resulted in a decrease in burden.
