The proposed standard would require each portable bed rail to comply with ASTM F2085-10a which includes requirments for marking and instructional literature that are disclosure requirements, thus falling within the definition of "collections of information" at 5 CFR 1320.3(c).

The Consumer Product Safety Improvement Act of 2008 requires CPSC to promulgate consumer product safety standards for durable infant or toddler products. The Commission is proposing a new safety standard for portable bed rails that is more stringent that the current voluntary standard. There are requirements for marking and instructional literature that are disclosure requirements falling within the definition of "collections of information."
