The NES project is designed to collect information that will be used for program improvement and modifications and to begin to explore whether there is preliminary evidence that desired outcomes are being observed. The formative assessment involves two phases. Phase 1 will gather information about project implementation from participants in the first year of the project through interviews with select teachers and focus group interviews with a further subset of students. Phase 2 will gather information about project implementation from participants in year 2, through teacher surveys, logs and student surveys, and will measure implementation and baseline and post-program values on outcomes of interest.

The evaluation components being proposed under this clearance begin with a formative evaluation of NES, which includes preliminary measures of intended project outcomes. For new programs, such as NES, process or formative evaluations are a logical first step, as a formative evaluation can determine whether or not an intervention is being implemented as intended.
