The rules require small business
applicants to submit ownership information and gross revenut
calculations, and all applicants must submit joint bidding
agreements. In the case of default, the FCC retains the discretion
to reauction such licenses. Finally, licensees transferring
licensees within three years are required to maintain a file of all
documents and contracts pertaining to the transfer. Certification
is required for entities dropping out of auction to secure certain
ownership interests in participants.

The Commission conducted a
comprehensive review of this information collection and has
determined that most of the burden previously approved by the OMB
under this OMB control number are now covered under OMB Control
Number 3060-0600 (FCC Form 175) and OMB Control Number 3060-0798
(FCC Form 601). None of the reporting, recordkeeping and/or third
party disclosure requirements have changed. Therefore, the
Commission is seeking an extension (no change in those
requirements). However, we are reporting a significant 390,300
hourly burden reduction adjustment and a $23,946,750 annual cost
reduction.
