On April 6, 2011, in document FCC 11-54, the Commission released an Order adopting final rules  containing several information requirements -- designed to eliminate fraud and abuse in the provision of VRS, and to ensure the sustainability and integrity of the TRS program and the TRS Fund.
The requirement that the Commission is seeking OMB approval for with this submission apply to only VRS providers wishing to seek waiver of the new rules so to continue providing VRS service. Potential providers wishing to seek waiver of the new rules are required to submit supporting documentation.
The Commission is requesting emergency approval of the information collection requirements contained in paragraph 63 of the attached Structure and Practices of the Video Relay Service Report and Order (VRS Order), adopted by the Commission on April 5, 2011. We make this request for emergency approval to be granted within the effective date of the rules contained in the attached VRS Order to put in place immediate critical measures for fraud prevention and to ensure that only legitimate entities continue to provide VRS to consumers who have come to rely on for this service for their critical communication needs. We request that OMB approve the information collection by May 10, 2011.
