Structure and Practices of the Video Relay Service Program; CG Docket No. 10-51

On April 6, 2011, the Commission released an Order adopting final rules - containing several information collection requirements -- designed to eliminate fraud and abuse in the provision of VRS, and to ensure the sustainability and integrity of the TRS program and the TRS Fund. On July 28, 2011, the Commission adopted the VRS Certification Order amending its rules for certifying iTRS providers as eligible for payment from the TRS Fund for their provision of iTRS. On October 17, 2011, the Commission adopted the Second VRS Certification Order addressing three petitions related to the VRS Certification Order by revising the burdens contained in the requirements for the submission of documentation of a provider's VRS equipment and technologies and the submission of documentation regarding sponsorship arrangements.
